I forget how many skill points, but let's say "enough" and guess around 400 or so as a conservative estimate. Level 17 Mage by the ToB cap gets you level 8 spells. Elf is the better option for this, since they can make up the CON loss with the bonuses given across the games and the DEX bonus gives them some much needed thieving skill bonuses. The only companion Elves can't romance is Viconia.

After that it gets a bit better for the Mage/Thief, but a Half-Elf Mage Thief caps at 12/12, an Elf at 15/12, so in the long run the Half Elf Bard comes ahead of the Half-Elf Mage Thief in spellcasting, while the Elf Mage-Thief would win out in the end.
